Computerization
As part of efforts to enhance the efficiency and transparency of the day-to-day operations of local self-government institutions including the Asamannoor Grama Panchayat extensive computerization and e-governance systems are being implemented with the technical support of the Information Kerala Mission (IKM). To facilitate this, technical officers are deployed at the district and block levels, and around 13 application software systems are currently in use. A major leap forward in this developmental process is the introduction of K-SMART, a new e-governance system that integrates state-of-the-art technologies. With the launch of the K-SMART citizen portal and mobile app, the public no longer needs to visit the Panchayat office in person for services such as birth, death, and marriage registrations, name additions, or corrections; instead, they can apply and pay fees online—either through their personal logins or via Akshaya centers—and receive certificates promptly via email or their digital inbox. While the web-based processing of files makes office operations more citizen-friendly, the finance and accounting module—which provides real-time financial reports—facilitates easier policy decision-making and development planning for the government. The robust monitoring system within K-SMART, developed using cost-effective open-source technology, ensures a transparent and accountable civil service for the public.
